In 1994, the Eastern District of Washington became the nineteenth and most recent Federal District Court within the Ninth Circuit to establish a staffed and fully functional library. This library was created largely through the vision and efforts of Senior Judge Justin L. Quackenbush, the continuing support of the judges, magistrates, and Clerk's staff, the work of the Ninth Circuit Library's staff, and the dedication of the first Branch Librarian, Ewa Najjar.
The library provides legal information resources and related support services for all federal judges and magistrates, their support staff, and other federal court personnel who work in a district which encompasses 20 counties within the State of Washington. Housed in Room 650 of the U.S. Courthouse at 920 West Riverside Avenue, the branch library occupies about 8,000 square feet of space and it includes an estimated 5,700 linear feet of shelving which contain approximately 14,000 volumes. The collection consists primarily of federal law and related materials, likely comprising the most extensive federal collection in the region. The library's resources also include selected holdings in general materials, including general law and reference, access to automated legal and nonlegal services, and interlibrary loan services between other U.S. court libraries.
Use of the library collection is extended as a matter of courtesy to other federal agencies and non-court personnel, to members of the Federal Bar Association of Eastern Washington, to attorneys with matters pending before the federal courts, and to pro se litigants who have been given permission to use the library. All library users are requested to sign in and out when visiting the facility. Limited reference assistance is available in order to assist visitors in locating and using materials. While checkout of library materials is limited to court personnel, a photocopier is available for non-court personnel who may check out items for a limited time in extraordinary cases.
The library is open Monday through Friday, except holidays, from 8:30 a.m. until noon and from 1:00 p.m. until 4:30 p.m. Inquiries are welcome and may be directed to James Murray, Branch Librarian at 509-353-3293.
